Dalam sebuah seminar yang diselenggarakan oleh Institut Riset Kebijakan Nasional, sebuah wadah pemikir lokal, Su dan para pemikir lainnya sepakat bahwa pemerintahan Biden akan terus mencoba dan menahan ekspansionisme Tiongkok.
“Konsensus bipartisan Taiwan yang diakui oleh partai Republik dan Demokrat tidak akan berubah. Periode pasca-Trump atau pra-Biden akan mengikuti jalur yang dapat diprediksi,” katanya.
Menurut Su, berdasarkan kebijakan luar negeri Amerika di bawah Presiden Barack Obama, Biden kemungkinan akan melanjutkan versi strategi ‘Pivot to Asia’ yang juga diikuti oleh pemerintahan Trump. Namun, taktik presiden terpilih akan kurang agresif.
“Upaya Amerika untuk membendung Tiongkok tidak akan berubah karena masih ada masalah seperti perdagangan, teknologi, dan keamanan militer,” ujarnya.
“Dalam esai awal tahun ini, Biden telah mengidentifikasi Tiongkok sebagai tantangan utama,” kata Su.
Dia mengatakan Biden akan tetap bersaing dengan Tiongkok dalam masalah-masalah tradisional seperti yang berkaitan dengan militer dan keamanan, tetapi akan mencari kerja sama dari Beijing ketika menyangkut masalah non-tradisional seperti perubahan iklim. Maka sulit untuk memperbaiki kembali hubungan kedua negara.
“Hubungan AS-Tiongkok telah mengalami perubahan struktural. Tidak ada jalan kembali,” jelasnya.
Peneliti keamanan nasional senior itu mengatakan dia mengharapkan pemerintahan Biden mengikuti pendekatan multilateral terhadap kebijakan luar negeri yang sejalan dengan Partai Demokrat. Ini akan mencakup lebih banyak kerja sama angkatan laut di Asia-Pasifik. Dia juga memperkirakan penjualan senjata akan terus berlanjut antara Taiwan dan AS.
“Jika Biden masuk ke Gedung Putih, saya tidak berpikir penjualan senjata ke Taiwan akan berubah. Yang sudah diumumkan oleh pemerintahan Trump tidak akan berubah, dan penjualan masa depan oleh pemerintahan Biden tidak akan berkurang dalam kuantitas atau kualitas juga,” paparnya.
Namun, selama seminar, Su mencatat pentingnya Taiwan meningkatkan kemampuan pertahanan. “Yang terpenting dari semuanya, kita tidak bisa terus bergantung pada niat baik orang lain. Kita harus mengandalkan kemampuan kita sendiri,” kata Su.
Hubungan ke depan Taiwan dan AS tampaknya sulit diraba pada saat ini menjadi agenda utama. Dalam survei baru-baru ini oleh Asosiasi Pertukaran Elite Asia-Pasifik di Taiwan, yang dilakukan setelah Pilpres AS, 22,7 persen dari mereka yang disurvei mengatakan mereka yakin hubungan AS-Taiwan akan memburuk di bawah Biden, tetapi 52,8 persen menilai hubungan itu tidak akan berubah.
